Paul Kapalka


As Principal at BayFirst, Paul leads the network engineering and enterprise architecture programs at the DHS Office of the Chief Information Officer (OCIO). Paul is responsible for strategic opportunities within DHS that leverage BayFirst’s strong enterprise architecture and network engineering capabilities. With more than 15 years of experience in the strategic planning, technical design, and program management of enterprise communications initiatives for both commercial and Federal Government clients, Paul has brought his seasoned leadership to support several key DHS initiatives. His programs maintain and improve critical DHS communications capabilities, and include task areas such as network modernization and emerging technology evaluation; engineering support for the design, build, and upgrade of network systems; security architecture compliance with federal and DHS standards and guidelines; and network performance engineering and operations center support.

Under Paul’s leadership, BayFirst was awarded the 2015 Department of Homeland Security (DHS) Small Business Achievement Award for outstanding work for DHS OneNet Network Architecture and Engineering support services. Prior to joining BayFirst, Paul worked in managerial positions for Sprint Nextel Corporation and QinetiQ North America. He holds a Bachelor’s degree from George Mason University.
